The TEN Group, formed in 2003, is a small network of senior local authority officers, one housing group and one developer, who came together to share ideas and to exchange knowledge on achieving urban renaissance. They shared common concerns and a desire to gain space for blue sky thinking and reflecting with like minds. The TEN Group programme was designed to be responsive to participants’ needs. Each series comprised five meetings including briefing packs, site visits and group discussions. Participants in the programme were able to gain inspiration, pick each other’s brains, and learn about other approaches. The programme allowed them to build on each other’s knowledge and increase their access to information on good practice.  Below is a summary of each series which includes a list of visits and reports which highlight main conclusions.

TEN Group 2011-2012 (Series 08)

In the Eighth series of TEN, London vists included Bankside, Lambeth, Tottenham and Kings Cross.  A symposim was held at The Buiding Centre at Store Street where representatives from Copenhagen Spoke to local practisioners on 'What London can learn from Scandinavia'.  The European study tour focussed on Helsinki and Stockholm.   Details of the study tour are outlined in the slideshow below.  Members of Series 08 were:

TEN Group 2005-2006 (Series 03)

The first two years of TEN were agreed to have been of great value with briefing packs and reports proving an excellent resource and members distributing these to their planning departments, along with other ‘exciting’ ideas discussed in the Group filtering through into the workplace. TEN therefore decided to continue for a third series of meetings, but focussing on a new theme of partnership and the sub regional dimension.  Local vists included Sutton, Camden, Stratford and The Building Centre in Store Street.  A European study tour centred aroun Lille and Roubaix. Members in Series 03 were:

TEN Group 2004-2005 (Series 02)

By general agreement, the Group continued for a further series beginning in September 2004. Suggested themes for discussion were to include the regeneration impact on people versus places; housing; planning legislation; Sustainable Communities plan; the sub-regional framework; skills.  A visit to see European examples of housing projects was suggested (This would take place instead of a meeting.)  The series started with a flexible programme and the idea of organising other events during the year, for example masterclasses and possibly a conference bringing all the work together, and publishing the reports of meetings.  Local visits incuded Bexley, Croydon, Wembly and Stratford.  The European tour was to Dutch Cities.  Members 2004-2005

TEN Group on Dutch Cities Tour

TEN Group 2003-2004 (Series 01)

The Ten Group held their first meeting in June 2003. The Group came together at the invitation of URBED (Urban and Economic Development Group), following initial discussions with some senior local authority officers about training needs in the context of the urban renaissance agenda.

The initial discussions made it clear that what they wanted was not a formal ‘training programme’, but to come together, informally, to share ideas and exchange knowledge. They welcomed the space for blue sky thinking and reflecting with like minds, to counter the isolation of those working in environmental and development fields. Overall what they wanted was the opportunity to explore how to use the powers available to them to effect change and discover techniques for facilitating change.

Ten individuals signed up to a pilot year of six small-style discussions, based on projects within participants’ authorities.

Six meetings took place in the first year, hosted by members in Camden, Southwark, Milton Keynes, Ealing, Haringey and Ilford, and the numbers attending made for constructive discussion. Optional study tours preceded discussion and proved popular. A number of themes was included with the Group’s agreement, from ‘developing major sites as exemplified by King’s Cross’ to ‘developing capacity among young staff’, and issues of shared interest ranged from ‘combatting fatigue in the long drawn out development process’ to ‘housing-led regeneration’. Briefing packs relating to the issues were distributed beforehand (see attachment), and summaries of the meetings were written up and circulated.

Ideas emerged from discussions for other action, and the fast-track action learning programme for young planners was to move forward with Ealing and Haringey. Other future action points were raised during the first series, such as looking at ways Planning Grant might be used as funding.
