URBED have been commissioned by Halton Borough Council to investigate proposals and ideas which will lead to the future improvement of the Victoria Road area in Widnes. We have teamed up with ARUP and Keppie Massie who will deal with transport planning and commercial issues respectively.
Victoria Road was once at the heart of Widnes's civic life, and boasts array of small shops and well proportioned buildings, still containing a diverse range of businesses and housing. With relocation of Widnes market and other functions in the 1990s, the town's 'centre of gravity' has shifted north, leaving Victoria Road increasingly tired and worn down. Environmental quality has been steadily lost over time and is now in need of co-ordinated help to stimulate future investment.
There are signs of rejuvenation in the adjacent conservation area around Victoria Square, the refurbished Library and the old Town Hall, where historic buildings are being sensitively converted to restaurants, apartments and a 'boutique' hotel. Demand is strong for space for small enterprises, and the proposed 'Mersey Gateway' river crossing will enhance still further the excellent strategic transport connections.
Our aim therefore is to produce a shared vision that will stimulate regeneration along Victoria Road, and secure a clear role for this historic civic spine.
