At the time of the first Urban Summit back in 2002 URBED was commissioned to work with 24 major towns and cities and the ODPM, and the resulting set of five reports set out the state of the cities and lessons from over 60 case studies. Partners in Urban Renaissance was innovative in including workshops with citizens and property developers to establish how well the idea of urban renaissance was working.The report recommended:

• using all the arms of government,
• relaxing controls on Pathfinders,
• improving the public realm,
• engaging RDAs in renaissance,
• promoting arcs of opportunity and not just problem areas,
• providing financial support programmes for priority areas,
• mobilising public land,
• popularising renaissance.

Changes in government ministers and senior civil servants led to many of the lessons having to be painfully learnt.
