The reason for our interest in urban housing capacity was a frustration at the insistence of many planning authorities that they had no room for any more housing. A couple of years earlier we had been commissioned by Friends of the Earth to write a polemic on the capacity of English towns to accommodate housing growth. The government shared our frustration and asked us to convert the research into a good practice guide to help local authorities measure capacity more accurately. The report aboveĀ is the result.
Following this we were asked by lots of local authorities to undertake urban capacity assessments. However by that time we were so bored with the subject that we turned every one of them down.
