In May 2004 we prepared the Re-inventing Radcliffe Strategy for Bury Metropolitan Borough Council. That document provided an overall vision and development strategy for regenerating the inner Radcliffe area and forms part of the evidence base for the Local Development Framework. As part of this study we were asked to produce a number of more detailed projects, one of which was the Radcliffe SUN (Sustainable Urban Neighbourhood) Quarter Development Brief (approved by the Council in April 2005) which dealt with the town centre.

The 2005 SUN Quarter Brief proposals for Radcliffe town centre were based on an apartment led mixed-use development and a developer was selected to bring forward this development through competition in 2007. However, the fall in the housing market during 2007/2008 meant that the developer withdrew from Radcliffe in early 2008 and this has led to a need to reconsider our masterplan for regenerating the town centre based on what might be viable in the current economic conditions.

On 24 March 2011 the Council's Cabinet Member for Communities and Cabinet Member for Environment & Transport approved the Radcliffe Town Centre 2010 Masterplan for implementation purposes and adoption as a non statutory Material Planning Consideration to guide and control future development proposals. The approved masterplan will also form part of the evidence base for the Local Development Framework and now supersedes the earlier SUN Quarter Development Brief.

In order to address the wider regeneration objectives of the Re-inventing Radcliffe Strategy the masterplan proposes a phased approach that combines the creation, over the relative short term, of a new retail quarter based on the interest shown by budget supermarket operators for the formers SUN Quarter development site with the creation, over the longer term, of a new town centre residential neighbourhood on under used land to the north of Dale Street.

The approved masterplan and its key supporting documents are provided in the Associated Documents section above. The approved masterplan and its supporting documents were informed by an extensive process of public and stakeholder consultation.
