URBED were appointed in later 2009 to support Manchester City Council in developing the planning policy evidence base and delivery mechanisms for the LDF Core strategy and Climate Change Action Plan ‘Manchester a certain future’
The commission is a framework agreement running until the end of 2010. It focussed on three spatial levels: 1) The LDF area, 2) the Regional Centre for which a district heating network is being planned and 3) the sub-regional potential for a heat pipeline from Carrington power station.
The commission has included the drafting of the LDF Core Strategy energy policies, capacity building within the Council and stakeholder engagement to develop the city centre district heating network plan. All the work has been supported by the development of spatial plans and further technical evidence where required.
