The group were impressed by the general approach the French local authorities were using, and in particular the use of investment in culture and transport systems as a means of changing mindsets. The full report includes maps and images, and views on different aspects. The TEN Group brings together directors of development or equivalent who are committed to achieving an urban renaissance in their boroughs, and who want the space for 'blue skies' thinking.
